Youth Programs

The Workforce Investment Act reflects a key shift in the approach to providing youth training. Short-term interventions have been replaced by comprehensive programs for youth participants.

The legislative history of the WIA clearly illustrates Congress’ intent to provide more comprehensive services than traditionally provided under JTPA.

The Senate Report emphasizes the “increasing importance of education in securing long-term employment” and the need for “…linkages between academic and occupational learning…” The report specifically states that “it is the committee’s belief that the current trend of only providing short-term youth programs is unacceptable.”

The Southeast Region will offer youth a broad range of coordinated services. Youth services may include opportunities for assistance in:

  • Academic and occupational learning
  • Developing leadership education
  • Additional training
  • Eventual Employment

The local programs must provide 10 program elements which consisting of:

  • Tutoring, study-skills training, and instruction leading to the completion of secondary school including drop-out prevention strategies;
  • Alternative secondary school services;
  • Summer employment opportunities directly linked to academic and occupational learning;
  • Paid and unpaid work experiences, including job shadows and internships;
  • Occupational skills training;
  • Leadership development opportunities;
  • Supportive services;
  • Adult mentoring for the period of participation;
  • Follow-up services for no less than 12 months after the completion of the participant; and comprehensive guidance and counseling.
